Nampa bail agent sentenced for committing insurance fraud

BOISE, ID (June 30, 2025) – The Idaho Department of Insurance (DOI) announced today that Jill Marie Buratto of Nampa, Idaho pleaded guilty to insurance fraud, a felony, for falsely reporting and accounting for fiduciary and/or trust funds and diverting those funds to her own use.
Buratto, a licensed bail agent and owner of JB Bail Bonds (located in Meridian, Idaho) was appointed to issue bail bonds by Allegheny Casualty Company and International Fidelity Insurance company (collectively AIA) in 2014. An investigation by the DOI’s fraud unit found that over several years, Buratto altered the penal amounts on multiple bail bond documents. She submitted falsified documents to AIA alleging bonds were written for $10,000 instead of $100,000. Buratto paid significantly lower premiums and trust payments ($100 instead of $1,000 toward each account) while collecting the higher bond amounts from bailees. Buratto used under reported funds for her own personal spending.
Importantly, the fraudulent activity did not impact any of JB Bail Bond bailees, whose bonds were honored as issued to the courts.
Following the DOI’s findings, Buratto’s Idaho resident bail agent license was revoked on May 1, 2024. On June 18, 2025, she was sentenced to the maximum of five years’ probation, 60 hours of community service, a $2,000 fine, and ordered to pay restitution.
